Cross-manager tracker linking via missing ownership check

Improper access control in Revive Adserver 6.0.7 and earlier allows remote authenticated users to link trackers across managers. tracker-campaigns.php processes the reverse tracker-to-campaign linking operation without verifying that both records belong to the same advertiser. Low-privileged access to the same instance is sufficient, and exploitation creates inconsistent cross-manager ownership relationships without reported confidentiality or availability impact.
