Service interruption via unbounded OData message allocation

Resource exhaustion in Microsoft.AspNet.OData and Microsoft.AspNetCore.OData allows remote attackers to interrupt exposed web APIs. The OData message reader had no bounded MaxReceivedMessageSize default and allocated resources in proportion to attacker-controlled request content. Unauthenticated reachability is enough in Microsoft.AspNet.OData 7.0.0 through 7.7.9 and Microsoft.AspNetCore.OData 9.0.0 through 9.4.1.
