Peer asset deletion via omitted peer authorization

Missing authorization in Craft CMS 4.0.0-RC1 through 4.17.14 and 5.0.0-RC1 through 5.9.21 allows remote authenticated users to delete peer assets. AssetsController::actionDeleteFolder checks only deleteAssets before Assets::deleteFoldersByIds recursively deletes all descendant folders and assets. Reachability requires folder-management rights on a shared volume without deletePeerAssets; the consequence is deletion of files uploaded by other users within that volume.
