Remote service interruption via unbounded baggage parsing

Resource exhaustion in Datadog .NET Tracer before 3.43.0 allows remote attackers to interrupt HTTP services via crafted baggage headers. W3CBaggagePropagator.ParseHeader splits each inbound W3C baggage header and adds every pair to a hash map without item or byte limits. Baggage extraction must be enabled; it is enabled by default in most affected tracers, and repeated crafted requests consume unbounded CPU and memory until service interruption.
