Remote service interruption via unbounded baggage extraction

Denial of service in Datadog dd-trace-py before 4.8.2 allows remote attackers to interrupt instrumented HTTP services via baggage headers. The _BaggageHeader._extract path splits every comma-separated entry and stores each decoded pair in a hash map without enforcing the configured item or byte limits. No authentication or user interaction is required, but an HTTP service must use an affected tracer with W3C baggage extraction enabled; CPU and memory exhaustion interrupts that service.
