Cryptographic downgrade in Steeltoe.Configuration.Encryption 4.0.0 through 4.1.0 allows local users to obtain weaker RSA padding. RsaKeyStoreDecryptor.CreateCipher passes RSA/ECB/PKCS1 to BouncyCastle for the OAEP selection, causing PKCS#1 v1.5 padding instead of OAEP. The condition requires operator-controlled configuration to select OAEP; Decrypt() has no exposed oracle, so the vendor reports no exploitable path.
