TLS private-key disclosure via world-readable temporary files

Cleartext credential storage in Steeltoe.Configuration.Abstractions 4.0.0 through 4.1.0 allows local users to read TLS private keys. ConfigurationDictionaryMapper.MapFromToFile writes VCAP_SERVICES sslKey values with File.CreateText into Path.GetTempPath(), inheriting mode 0644 and leaving the files undeleted. Exploitation requires a different-UID process sharing the container filesystem; disclosure enables application impersonation to the mutual-TLS database.
