Cross-tenant spoofing via trusted port policy bypass

Authorization bypass in OpenStack Neutron 25.0.0, 26.0.0, 27.0.0, and 28.0.0 branches allows remote authenticated users to create trusted ports. The default port RBAC rules admit PROJECT_MANAGER for create and update operations on device_owner values beginning with network: without verifying network ownership. Reaching the flaw requires a project-manager role and another project's shared network; backend behavior determines whether DHCP, MAC, or IP spoofing bypasses tenant protections.
