Sensitive diagnostic disclosure via restricted permission default

Improper authorization in Steeltoe.Management.Endpoint before 4.2.0 and EndpointBase before 3.4.0 allows remote authenticated users to read diagnostics. The environment, heap-dump, and thread-dump options inherit Restricted permission instead of overriding RequiredPermissions to Full, so read_sensitive_data is not enforced. Exploitation requires Cloud Foundry actuator security and a role with read_basic_data; disclosed memory and environment data can contain credentials and tokens.
