Cross-user API quota consumption via unscoped query

Incorrect authorization in ellite Wallos before 4.9.1 allows remote authenticated users to consume another user’s API quota. The update_exchange.php endpoint selects the first Fixer/API Layer row without restricting the query to the authenticated user. Exploitation requires a normal account with no provider row and another user’s stored credential; it sends provider requests and changes only the attacker’s currency rates.
