Cross-tenant root execution and SSRF via metalink URLs

Command injection and SSRF in Apache CloudStack allow remote authenticated users to execute root commands on KVM hosts and reach internal URLs. Template registration accepts attacker-controlled metalink files, then dispatches their inner URLs to KVM agents without reapplying the scheme allowlist, enabling NFS and metalink values to reach shell execution paths. The default User role and public API are sufficient; affected releases are 4.14.0.0 through 4.20.3.0 and 4.21.0.0 through 4.22.1.0, and compromise runs as root across tenant boundaries.
