Network-range expansion via Unicode digit parsing

Improper digit validation in Net::CIDR::Set 0.20 and earlier allows remote attackers to expand IP ranges via non-ASCII addresses or masks. The IPv4::_pack, IPv4::_encode, IPv6::_pack, and IPv6::_pack_ipv4 routines accept Unicode digits before numeric conversion that does not preserve their values. Exposure requires a consuming Perl application to pass attacker-controlled address or netmask text, allowing unintended addresses into a calculated range.
