Unauthenticated code execution via HR expense upload

Unrestricted file upload in SMEWebify WebErpMesv2 1.19 and earlier allows remote attackers to execute code through an HR expense request. HumanResourcesController preserves the client-supplied PHP extension and moves scan_file into the web-accessible public/file/Expense directory without MIME or extension validation. Default open registration and fail-open role handling let a newly registered account upload and invoke a web shell, exposing application data and operating-system command execution.
