Cross-tenant code execution via unvalidated EnvironmentRef

Incorrect authorization in Fission before 1.24.0 allows remote authenticated users to execute function code in another tenant's image. The Function admission webhook accepts a spec.environment.namespace that differs from metadata.namespace, and poolmgr or newdeploy then retrieves the victim's Environment CRD. Permission to create Functions in one namespace is sufficient, exposing credentials embedded in the victim image and enabling confused-deputy use of privileged sidecars.
