Administrator out-of-root storage via prefix boundary bypass

Path traversal in the Core API of TYPO3 CMS allows remote authenticated users to define file storage outside the project root. GeneralUtility::isAllowedAbsPath() used a raw string-prefix comparison without enforcing a directory-separator boundary, so sibling paths sharing the root prefix passed validation. Administrator access to the File Abstraction Layer is required; the bypass permits storage definitions for paths outside the intended root.
