Firewall state modification via mis-authorized D-Bus setters

Incorrect permissions in firewalld on Red Hat Enterprise Linux 7 allow local users to modify runtime firewall state through D-Bus. The setZoneSettings2 and setPolicySettings methods incorrectly use the information-only PK_ACTION_CONFIG_INFO authorization action for writes. Exploitation requires local unprivileged access and the shipped desktop policy, and permits unauthorized firewall-rule changes without broader system control.
