Cross-user data disclosure via unscoped GraphQL resolvers

Improper authorization in NL Portal backend modules through 3.0.0 allows remote authenticated users to read other users' portal records. The affected GraphQL resolvers omit the CommonGroundAuthentication parameter, so the framework binds no principal and the queries apply no ownership scope. A valid portal account reaches decision searches, audit trails, attachments, and document content, enabling cross-user disclosure of sensitive records.
