Secret disclosure and disruption via world-accessible socket

Incorrect permissions on Cilium's Envoy socket before 1.17.14, 1.18.0 through 1.18.7, and 1.19.0 through 1.19.1 allow local users to read TLS secrets. The embedded and standalone Envoy bootstrap configurations omit an explicit mode for /var/run/cilium/envoy/sockets/admin.sock, so Envoy creates it world-accessible. Cilium L7 functionality must be enabled and attackers need local node access; the exposed admin endpoints also permit cluster-traffic disruption and Envoy termination.
