Workspace modification via omitted public edit check

Missing authorization in Frappe Framework before 16.19.0 allows remote authenticated users to modify public workspaces. The update_page endpoint omits the Workspace Manager edit check when the target Workspace is public, allowing unauthorized content or configuration changes. Any authenticated user who can invoke the endpoint can alter a public workspace without the Workspace Manager role.
