Epoch bootstrap denial via leaked throttler slots

Resource exhaustion in Klever klever-go before 1.7.18 allows remote attackers to halt epoch bootstrap through failed trie synchronization. The user and KApp account syncDataTrie functions reserve a NumGoRoutinesThrottler slot but omit EndProcessing when trie creation or synchronization returns an error. Repeated network-dependent trie failures or timeouts exhaust the bounded slots, stop state synchronization, and prevent fresh, restarting, or resyncing nodes and validators from completing bootstrap.
