Cross-user row disclosure via unchecked scanner ownership

Missing authorization in Apache HBase thrift and REST delegation services allows remote authenticated users to read other users' scan results. Fetch and close accept a server-issued scanner identifier without verifying that the requesting identity owns the stored scanner instance. Affected versions are 2.5.14 and earlier, 2.6.0 through 2.6.5, and 3.0.0-alpha-1 through 3.0.0-beta-1; an authenticated user can disclose rows or interrupt another user's scan.
