Incorrect authorization in affected OpenStack Neutron releases allows remote authenticated users to modify same-project resource tags. The tagging controller requests plural policy action names for single-tag writes, while the policy definitions expose singular names that default to allowed when unmatched. Project-reader access is sufficient to create or update tags on resources in the same project, altering resource metadata without the intended write permission.
