Remote service crash via unclosed DTD parsing

Denial of service in NLnet Labs Routinator 0.15.1 and earlier allows remote attackers to crash the service via a crafted RRDP XML file. The bundled quick-xml parser mishandles an unclosed DTD by subtracting parser offsets with overflow, triggering a Rust panic instead of returning a syntax error. The attacker must control an RRDP repository that Routinator fetches; the resulting process exit interrupts RPKI validation and service availability.
