Service exit via fatal transient accept errors

Denial of service in NLnet Labs Routinator 0.15.1 and earlier allows remote attackers to terminate the service via connection flooding. The HTTP and RTR listener accept loops treat every socket-accept error as fatal, so file-descriptor exhaustion from many open connections exits the process instead of ignoring the transient error. Exposure requires either server to be reachable from an untrusted network and interrupts RPKI validation and delivery until the service restarts.
