Local file disclosure via misparsed symlink policy

Path traversal in ImageMagick before 6.9.13-48 and 7.1.2-24 allows local users to read policy-denied files through symlinks. MagickCore's IsPathAuthorized passes the combined symlink::follow selector through generic policy matching, so the symlink-follow restriction is not matched directly. A low-privilege local account and a restrictive path policy are required; exposure is limited to files readable by the ImageMagick process.
