Code execution via oversized netCDF geometry attribute

Stack-based buffer overflow in GDAL 3.1.0 through 3.13.0 allows attackers to execute arbitrary code via a crafted NetCDF file. scanForGeometryContainers in frmts/netcdf/netcdfsg.cpp passes an oversized geometry attribute to nc_get_att_text for a fixed-size stack buffer without first checking the attribute length. Processing attacker-controlled NetCDF input with the netCDF driver is required, and successful exploitation runs code in the affected GDAL process.
