File timestamp modification via unchecked FileHandle.utimes

Permission bypass in Node.js 22.22.3, 24.16.0, and 26.3.0 allows local users to modify timestamps on read-only files. The promises API's FileHandle.utimes() operation updates file access and modification times without enforcing the Permission Model's filesystem-write check on a handle opened through an allowed read path. Exploitation requires local code execution in a process started with the Permission Model and read access to the target, and the demonstrated consequence is limited to file metadata integrity.
