Authenticated note deletion via omitted mailbox check

Missing authorization in FreeScout before 1.8.221 allows remote authenticated users to permanently delete internal notes they created. ThreadPolicy::delete authorizes deletion solely by created_by_user_id and omits the current mailbox-membership check used by ConversationPolicy::delete. Exploitation requires a valid agent session, a CSRF token, and the identifier of a note created before access revocation; customer messages and agent replies remain unaffected.
