Root command execution via unchecked snapshot hooks

Missing authorization in Linux Containers Incus before 7.2.0 allows remote authenticated users to execute commands as root on the host. The snapshot restore path reapplies raw.lxc or raw.qemu low-level hooks from a transferred snapshot without enforcing the target restricted project's restricted.containers.lowlevel=block policy. An attacker needs low-privileged API access to a restricted project and a crafted instance snapshot; restoring and starting the instance runs the embedded hook.
