Process crash via oversized StatsD metric name

Heap buffer overflow in affected Envoy releases allows remote attackers to crash the proxy through oversized TCP StatsD metric names. TcpStatsdSink reserves fixed 16 KiB flush slices, rotates when a formatted metric will not fit, then copies an overlong name beyond the new heap allocation. Exploitation requires a TCP StatsD sink and client-influenced dynamic metric names, such as grpc_stats with stats_for_all_methods enabled; the documented consequence is a process crash.
