Unauthenticated server crash via unbounded gzip decompression

Denial of service in Sigstore Rekor 0.3.0 through 1.5.1 allows remote attackers to crash the server via a crafted Alpine APK. Package.Unmarshal() in pkg/types/alpine/apk.go expands APK signature and control gzip members into memory before enforcing per-entry size limits, allowing a small compressed request to exhaust the heap. The unauthenticated create and retrieve API endpoints reach this path, and the resulting Go runtime OOM or OS OOM-kill terminates service.
