Resource exhaustion via unbounded baggage parsing

Resource exhaustion in OpenTelemetry Rust 0.32.0 and earlier allows remote attackers to increase per-request CPU and memory use via baggage headers. BaggagePropagator::extract_with_context parses, percent-decodes, and allocates metadata for every inbound list member before applying storage limits. Exposure requires a service to pass untrusted propagation headers to the SDK; the resulting impact is bounded to increased resource use and availability degradation.
