Memory exhaustion via unbounded layout whitespace generation

Uncontrolled resource consumption in pypdf before 6.12.0 allows attackers to exhaust memory through crafted PDF text offsets. In _fixed_width_page.py, layout extraction converts attacker-controlled text coordinates into whitespace strings and blank-line lists without bounding their lengths. The path requires an application to process the crafted file and extract text in layout mode, allowing memory exhaustion and interruption of the calling process or service.
