Hardening bypass via unanchored URN substring matching

Policy bypass in Hulumi @hulumi/policies before 1.4.0 allows remote authenticated users to evade mandatory hardening checks. Affected rules search the entire Pulumi URN for a trusted component-type substring instead of restricting the match to the type-chain segment, so a developer-controlled logical name is mistaken for trusted ancestry. A developer or compromised pull request with resource-definition access can make raw cloud resources pass while expected hardening defaults remain absent.
