Remote-restart authentication bypass via predictable shared secret

Weak secret generation in Spring Tools for Eclipse 5.2.0 and earlier allows attackers to authenticate remote-restart uploads. The Boot Dashboard uses a non-cryptographic pseudorandom generator for the shared secret that authenticates DevTools uploads to a deployed application. Exploitation requires IDE-state disclosure or offline seed brute force plus access to the application's HTTP endpoint; online brute force is infeasible.
