Missing authentication in Spring Cloud Config Server allows remote authenticated users to disrupt clients via crafted /monitor requests. The endpoint accepts webhook headers and payloads without validating a provider secret, extracts affected property paths, and publishes refresh events over Spring Cloud Bus. Reachability requires the monitor library, an active bus, and high-privileged server access; forged notifications can interrupt dependent applications through unauthorized refresh activity.
