Configuration disclosure and tampering via SVN clone race

TOCTOU race in affected Spring Cloud Config releases allows local users to read or modify data through the SVN clone base directory. The server checks spring.cloud.config.server.svn.basedir separately from its later use for an SVN clone, leaving a race window in which the filesystem target can change. Exploitation requires local access, high privileges, high complexity, and a deployment configured to use the SVN environment repository.
