Incorrect permissions in BOSH Windows Stemcell Builder before 2019.98 allow local users to gain SYSTEM access by replacing service executables. BOSH.Utils.psm1 leaves C:\bosh\service_wrapper.exe and C:\bosh\bosh-agent.exe writable by low-privilege authenticated users. The replaced binary runs as NT AUTHORITY\SYSTEM only after the corresponding service restarts or the host reboots, granting full host control.
