Code execution via pre-CLI project plugin loading

Code injection in PDM 2.26.9 and earlier allows attackers to execute Python code when a local user runs PDM in an untrusted checkout. During Core initialization, load_plugins() passes the checkout's .pdm-plugins path to site.addsitedir(), which immediately executes import lines in project-controlled .pth files before CLI parsing. Any PDM command, including pdm --version, supplies the required user interaction, and the code receives the invoking account's privileges.
