Authenticated record restoration via unchecked endpoints

Missing authorization in Frappe Framework before 15.110.0 and 16.20.0 allows remote authenticated users to restore deleted documents. The restore and bulk_restore endpoints pass requests into the Deleted Document restoration path without applying appropriate document permission checks. Any authenticated account able to invoke either endpoint can recreate deleted records without the required authorization, altering stored application data and record state.
