Arbitrary file clobber via symlink-following writes

Symlink following in PDM before 2.27.0 allows attackers to overwrite local files by inducing PDM operations in a malicious repository. Config.init() resolves a project-local pdm.toml symlink, and _save_config() writes through it without lstat or O_NOFOLLOW protection. A user must run a state-writing command in the prepared checkout; pdm.toml targets must contain parseable TOML, while .pdm-python and .python-version do not share that constraint.
