Discount over-redemption via unsynchronized checkout accounting

Race condition in Shopper before 2.8.0 allows remote attackers to exceed discount usage limits through concurrent checkouts. CreateOrderFromCartAction::execute creates the Order before conditionally incrementing total_use and ignores a zero-row update after usage_limit is reached. Concurrent requests with an active limited coupon commit extra discounted orders, causing silent merchant revenue loss.
