Remote memory exhaustion via unterminated PROXY header

Uncontrolled resource consumption in Puma 5.5.0 through 7.2.0 and 8.0.0 through 8.0.1 allows remote attackers to exhaust memory. The try_to_parse_proxy_protocol method in lib/puma/client.rb appends TCP bytes to an internal buffer and repeatedly searches for CRLF without enforcing a line-length limit. A single unauthenticated TCP connection can exhaust a process or container, but only when the non-default PROXY protocol v1 setting is enabled.
