Authenticated report creation via missing permission checks

Missing authorization in Frappe Framework before 15.107.5 and 16.18.2 allows remote authenticated users to create unauthorized reports. The reportview save_report endpoint inserted new Report documents with permissions ignored without first checking Report creation or referenced DocType read access. Low-privileged accounts can therefore persist custom report definitions for DocTypes they are not authorized to read.
