Unauthenticated file read via IaC URL resolution

SSRF in Tenable Terrascan 1.18.3 and earlier allows remote attackers to read local files through uploaded IaC templates. ARM templateLink.uri and parametersLink.uri fields and CloudFormation Stack TemplateURL values pass to hashicorp/go-getter with FileDetector enabled, so attacker-selected HTTP and file URLs are fetched without scheme or destination restrictions. Exposure requires unauthenticated server mode; a crafted upload can reach internal network resources or disclose files readable by the Terrascan process.
