Open redirect via incomplete local-URL character validation

Open redirect in TYPO3 CMS Core Utilities allows remote attackers to send users to external content through crafted local-looking URLs. GeneralUtility::sanitizeLocalUrl rejects only line feeds, carriage returns, and null bytes, allowing browser-normalized backslash and control-character forms to pass as local. Exposure requires an application to redirect with the sanitized value and a user to follow the crafted link, enabling phishing without changing server data.
