Code execution via project .env CLI overrides

Code execution in Q00 Ouroboros before 0.39.0 allows attackers to run commands through a malicious repository's project .env file. The config loader imports the current directory's .env into os.environ, letting CLI-path and backend-selector values redirect adapter subprocess execution to an attacker-supplied script. Exploitation requires a user to obtain the repository and run an Ouroboros command inside it; the script then executes with that user's permissions.
