Unauthorized moderation via guild-only permission checks

Incorrect authorization in Vantern Quest Bot before 1.1.6 allows remote authenticated users to delete messages or change channel slowmode. The purge and slowmode command handlers authorize against guild-level permissions instead of the invoking member's effective channel permissions. A Discord member with guild-level moderation rights but a channel-specific denial can therefore perform those moderation actions through the bot.
