Secret disclosure via excessive controller RBAC permissions

Excessive privileges in Metal3 IP Address Manager before 1.11.7, 1.12.4, and 1.13.0 allow attackers controlling its pod to read Secrets. The metal3-ipam-controller-manager-role ClusterRole grants create, delete, get, list, patch, update, and watch on core/v1 Secrets that the controller never uses. Exploitation requires prior compromise of the controller pod, after which its service account can expose credentials and other sensitive cluster data.
