Host code execution via global variable overwrite

Missing authorization in Arcane before 1.19.2 allows remote authenticated users to overwrite global deployment variables. The PUT /api/environments/{id}/templates/variables handler writes the shared .env.global file without the administrator check used for privileged operations. A non-admin bearer token or API key is sufficient; changing referenced image or secret values can execute attacker-controlled containers, expose credentials, or interrupt projects.
